Impresscms is php and very easy to use (gnu /gpl). Community have been active all along but seems to have a renessance with ideas and code implemented into 1.3.10 final. Impresscms have a best selection of modules. Articles, media, contact, profile (member page), poll, blog and more. There is also a toolbox (sprockets) module for advanced connecting of modules. There are more then 15 serious modules to choose from.
